Memorandum To: Director From: Regional Director, Northeast Region Subject: Proposed Memorial Design by Donald DeLue, Gettysburg Approval is requested by the United Daughters of the Confederacy and Sons of Confederate Veterans for the placing of a monument in Gettysburg National Military Park. The two organizations, United Daughters of the Confederacy and Sons of Confederate Veterans, jointly are proposed to place on the battlefield at Gettysburg a monument to the passing of the Army and the Navy of the Confederate States of America. Superintendent Wing has been contacted by these organizations and by memorandum of June 4, copy enclosed, has forwarded plans (NMP-GET-NER-9016) and pictures of the proposed monument. A tentative location on Confederate Avenue facing northeast in the direction of Little Round Top was favored by representatives of the two organizations, the sculptor, the Park, EODC and this Office. The height of the monument is about 19 feet above ground line. In the review of the proposed monument questions have been raised on (1) the design, (2) the list of states comprising the Confederate States of America and (3) the last surviving confederate veteran. 1. Although various aspects of the design of the monument may raise some points for discussion, the design does have the approval of the joint committee and is considered appropriate for their purpose. In this instance, we find no valid reason for refusing permission. 2. Included in the list of 14 states surrounding the panel entitled “A Memorial to the Army and Navy of the Confederate States of America” are Kentucky, Maryland and Missouri. The Association of these
