Sturdivant, Commander-in-Chief of Sons of Confederate Veterans, evidencing my authority to conduct all negotiations, including legal, necessary to consummate the erection of the proposed Confederate Monument in the Gettysburg National Military Park. I am enclosing an extra copy of the letter. With further reference to the objection that Maryland, Kentucky and Missouri were not Confederate states, I respectfully submit that the proposed monument is a monument to the Soldiers and Sailors of the Confederacy, regardless of whatever state furnished them. The monument is no memorial to any of the Confederate States, but it is a memorial to all of the Soldiers and Sailors of the Confederate States of America. With appreciate [sic] of your cooperation in this matter, and trusting that the approval of the proposed monument can be expedited, I am, Most sincerely yours, William M.
