Description Construction workers frame the outside wall of two box culverts along Napa Creek in Napa, Calif., July 10, 2012 ahead of the final placement of concrete. The culverts will help route water from the creek to Napa River during high water. The $14.8-million flood risk reduction and habitat restoration project is funded by the American Recovery and Reinvestment Act of 2009 and is a joint effort by the U.S. Army Corps of Engineers Sacramento District, the city of Napa and the Napa Flood Control and Water Conservation District.
