This image is of the 1906 Intercalated Olympic Games Opening Ceremony, and not of the 1896 Olympic Games. You can tell this by the structure at the entrance to the stadium: in 1896 there were a series of flagpoles and statuettes on plinths, each connected by painted white fencing. This was removed shortly after the Games.
