This is over Harper's Ferry, WV. You are looking north. That's the Shenandoah River entering the Potomac River from the south west. This is interesting because you are looking at three different states in this photo. The town to the west is in West Virginia, the south banks are all Virginia, and everything to the north is all in Maryland. I believe Maryland controls all the islands on the Potomac as well.
