This is clearly a Red-shouldered Hawk, Buteo lineatus, that is why it does not match the illustrations in field guides for an Aplomado falcon. It seems that the legends for two plates were exchanged in the NOAA files or in the original publication. The image at right:

is not Buteo elegans as labeled, (=Buteo lineatus elegans), but the Aplomado Falcon, Falco femoralis (= Hypotriorchis femoralis in the Pacific Railroad survey). Mystery solved! I had seen this image some time ago, and could not figure out what was going on. I have examined some of the Pacific Railroad Art, and more of the related Emory Survey, but had not seen these two plates in question. Seeing the two plates with captions switched made things clear.
