There is the following description for this image,
Français : Barrage à la confluence entre l'Ourthe et la Meuse, Liège
English: Gate at the confluence between Ourthe et Meuse river, Liège
Italiano: Sbarramento alla confluenza tra la Mosa e l'Ourthe, Liegi
It seems clear to me that this is indeed a lock, écluse in French and Chiusa in Italian.
And it seems that it is not on the river Ourthe but on a near by canal that Viamichelin calls Pompage.
If someone is near by, do you have the opportunity to verify?
