Is this old and new, or is it new and new?

My hunch (looking at this photo) is that partially completed iron bridge is on the right. A section of the bridge which hasn't been attached yet is being welded together off to the left. Something tells me that the person who made the caption assumed that the bridge to the right was a completed old wooden bridge. This may be true, but it may also not be true.
