The image is used on the cover of http://www.amazon.com/Damn-Torpedoes-Naval-Incidents-Civil/dp/0517189798 - maybe it has a name of the artist. There is a higher resolution version at http://img366.imageshack.us/img366/6603/22wf8.jpg
It is clear from http://www.history.navy.mil/photos/sh-usn/usnsh-s/sasacus.htm that this is similar to a 19th century photo of an artwork. Must be PD-Old. /Pieter Kuiper (talk) 15:58, 20 September 2009 (UTC)
