«Флаг представляет собой прямоугольное полотнище с отношением ширины высоты к длине 2:3,состоящее из двух горизонтальных волнистых полос: синего (голубого) цвета (вверху, шириной 3/4 ширины полотнища) и белого цвета; в центре синей полосы — двуглавый орёл с клювами, глазами и лапами жёлтого цвета, над которыми и под крыльями которого вьющаяся лента белого цвета с надписью „ЦАРЬ ИОАННЪ ВАСИЛЬЕВИЧЪ“ литерами чёрного цвета; ниже орла на острове зелёного цвета город-крепость со стенами, башнями и домами белого цвета под кровлями красного цвета».
