This work is in the public domain in the Commonwealth of Puerto Rico and the United States because it is a work prepared by an officer or employee of the Government of the Commonwealth of Puerto Rico as part of that person’s official duties under the terms of Title 17, Chapter 1, Section 105 of the US Code.

According to §313.6(C)(1) of the Compendium of U.S. Copyright Office Practices, Third Edition: “[T]he bar on copyright protection for federal works ... applies to works created by all federal ‘officer[s] or employee[s],’ without regard for the nature of their position or scope of their authority.” Georgia v. Public.Resource.Org, Inc., 140 S. Ct. 1498, 1509-10 (2020). This includes works created by the President; Congress; the federal judiciary; federal departments, agencies, boards, bureaus, or commissions; or any other officer or employee of the U.S. federal government while acting within the course of his or her official duties. It also includes works prepared by an officer or employee of the government of the District of Columbia, the Commonwealth of Puerto Rico, or the organized territories under the jurisdiction of the federal government.
