I'm not so sure that this is PD. If you look at the disclaimer for FEMA CSEPP Resource Homepage (at the bottom), it states that:

Accordingly, the U.S. Government retains a nonexclusive, royalty-free license to publish or reproduce these documents, or to allow others to do so, for U.S. Government purposes.
