我找到原因了，Commons:Overwriting existing files中文譯本這裡說，「經過2012年8月討論，本指引被提出並正式通過RFC。截至2023年9月，進一步討論得出的結論是，许多覆盖操作不符合这一规定，因此決定應在軟體層面嚴格執行，现在只有拥有自动巡查权限的用户才能覆盖其他用户创建的文件。如果你想覆盖其他用户原先上傳的文件，请在COM:Requests for rights上申请自动控制权限。如果您没有资格获得这项权限，您可以请求例外对特定文件进行覆盖。」也就是說，自2023年9月起，只有自動巡查權限的人才能蓋掉其他檔案，以減少濫用了。 owennson（Meeting Room聊天室、Certificates獎座櫃） 03:34, 26 March 2024 (UTC)[返信]
