No permission tagging

According to the file log, it was uploaded by User:Pablo-flores, who introduces himself as Pablo D. Flores on his user page. Both the current and the initial version the file description page states that "This picture was taken by Pablo D. Flores on 3 March 2006", and both the current and the initial version of the file description contain the same licensing information. The EXIF data matches the provided information, and indicates that it was taken with the same camera as several other photos uploaded by the same user. Pablo has uploaded several hundred photos to Commons. A handful of them have been deleted for missing permission information, but I see no reason to doubt that this is the uploader's own work.

I can see no objective reason for this requiring OTRS confirmation. It seems that Pieter Kuiper (talk · contribs · page moves · block user · block log · upload log) is having yet another episode of disliking administrators for blocking persistent copyright violators and venting it through personally targeted deletion requests, yet again. This file simply seems to have had the misfortune of showing up in User:ALE!'s gallery after ALE! reverted another user who overwrote the original version of the file. —LX (talk, contribs) 18:47, 28 October 2011 (UTC)
