Overwriting

The original uploader of this image depicted Ukraine in light green because it is not a member. It has never been a member and is unlikely to become a member in the near future. While it is certainly sensible to depict participating states along with members, they should not be depicted the same way as it is quite misleading. Perhaps Turkmenistan should also be highlighted as an associate member, but they too should not be dark green. (I'd note that Turkmenistan as a participant is not highlighted in the proposed revision either.) If there is a desire to obfuscate the distinction between full members and unofficial participants please upload the proposed file under a different filename and do not try to repurpose this file by COM:OVERWRITE it as it is used in its current form on a number of wikis.
