"Chai tow kway" is actually a Chinese dish. It is traditionally popular in the Guangdong province (Canton), especially in the Chaozhou (Teochiew / Diojiu) area. This transcription of its name resembles the pronounciation in Chaozhou Hua, a Chinese dialect. Most Chinese immigrants in the world have their roots in the southern provinces, so the dish was most likely 'imported' to Singapore/Malaysia.
