http://www.leviaducdemillau.com/en_index.php site, in it's "Legale Notice" (sic) says:

"no image exists ... of the Millau Viaduct that is "copyright free" (except images of landscapes in which the Viaduct, shown into background, is not the main subject of the image)."

Also, the license seems to permit non-commercial use as well.

Based on the above, the photo on this page is OK.

But... what may be a bit fishy is releasing this photo under CC BY SA, as CC BY SA is more generous than the original license.
CC BY SA allows derivative works to be used for commercial purposes; therefore a photo crop that makes from the bridge the main subject (as a derivative work) would have a commercial used permitted under CC BY SA but forbidden by the original license. — Preceding unsigned comment added by 128.250.252.193 (talk • contribs)
