Rights clearance for Kodokan park and Commons upload?

Those volumes of chronicles are PD as published in the 19th century. Per a similar picture on the web, I suppose the image here shows a museum display: the premise itself, Kodokan Park at Mito, Ibaraki is public, and the local Ibaraki government allows visitors to take picture for private usages (in Japanese): it is not clear how they process rights clearance as to post on repository as Wikimedia Commons.
