I'm uploading the original of the image, it's in The National Archive of Fotography of Ecuador, Due to the Lay in Ecuador any content that a public institution make is "Public" by nature, in this case I ask the institution and it official Twitter Account verify this fact in public to use in this Tweet [[1]] in Addition the law that determinate that is "Public" is avalible in Commons here [2]].
