File name discussion

Hello. I found a decree related to this file name, which I want to discuss with it. First of all, the title is from 1984 to 1997. In fact, the flag drawing method is shown in the announcement (see 4 page) published on October 15, 1949, when the national flag design of Korea was already confirmed. Then, on February 21, 1984, a new rule was announced in combination with the hoisting law that existed separately.
