Waves visible through crown?

Should the blue waves in the background be visible through the gaps in the crown? The picture linked in the source for this file, File:Flag of British Indian Ocean Territory (8166415481).jpg, shows the crown like it is now, but the CIA World Factbook and FOTW both seem to show that the blue waves should be visible.
