Free license for flag but not for badge?

Hello, I wanted to insert the police badge from en:File:Royal Canadian Mounted Police.svg from the English article into the Russian article on Canadian police, in which article in the infobox the flag is present, but I got no result. I checked and found that the flag is from Commons and free, but the badge is copyrighted by the Crown and is on English Wikipedia only. How is this possible? User:GregZak
