Photo Staged for Photo Op?

This is a great photo of Battleship being played, but unfortunately it appears this "official tournament" may have been somewhat staged. The two players have very different amounts of markers on their grids. The left board is sparsely populated, while the right grid is almost completely full. The image does not appeared to have been tampered with (the pins on both boards show correct reflections), but I would imagine the boards were filled up by the players for a nice photo opportunity. ==
