North Korea has many hospital beds?

On this map, North Korea is shown to have >12 hospital beds per 1000 inhabitants, and South Korea is gray (no data). Since South Korea is known to currently have 12,27 hospital beds per 1000 inhabitants, and with North Korea being, well, North Korea, I'm pretty sure this should be the other way around.
