Lack of legend

I feel like this file lacks a legend. While I think it's obvious that green = high economic freedom and red = low economic freedom, I have no idea what blue stands for. --27.122.12.247 21:34, 25 June 2018 (UTC)

This image does not match the tabulated data presented in the article for 2018. Note for instance Australia is blue, which has no meaning. In the table, Australia is "free" and dark green. The United States was shown as dark green, but in the table it was "mostly free" and light green. I was able to fix that and some other errors by changing the span of the tabulated data to 75-100.
