What's wrong with the photo upload?

I just try to improve the photo upload by adding new nations in the conflict and somehow it doesn't follow the updates. When I re-updated at the expense of my disbelief then suddenly it has been uploaded. It is totally insane and abnormal. What's wrong with it?
