I seriosly doubt that this picture contains any symbol that is illegal in any democratic country.

I'm from Germany and I don't know any law that forbids pictures of Karl Marx. I even don't know any law that forbids the representation of a famous historical person. Even pictures of Adolf Hitler are not forbidden.
