Costa Rica

A person can only change their name, but not their sex.

The Supreme Electoral Court of Costa Rica (in charge of the civil registry) cannot legally change someone's sex at the moment (a law has to be enacted by the Legislative Assembly). They did what they were legally allowed to, which was to remove the "sex" indicator from all Costa Rican ID cards issued since 2018. Some references, in Spanish:

Texas does not require surgery but does require "appropriate treatment" as per https://en.wikipedia.org/wiki/LGBT_rights_in_Texas#Gender_identity_and_expression. This does not include surgery or any other specific treatment, only a statement from a doctor stating that the individual has undergone appropriate care. 第二級:不需任何醫學證明,但有行政程序(法國、希臘、加拿大、瑞士、…)

第三級:需醫學證明,但手術非必要(英國、德國、荷蘭、義大利、…)

第四級:合法換證,但需手術(台灣、日本、中國大陸、越南、印尼、土耳其、…)

第五級:依法不得更改性別(馬來西亞、菲律賓、泰國、奈及利亞、牙買加、…)
