Rutulian language?

This does not appear to be mentioned in any work I can find, scholarly or not -- there is a Rutul language in the Caucasus, but that is very clearly not the right one.

Discovering a new non-Indo-European language in the heart of Italy would be a huge "important if true" finding, but I'm not sure there's actually any evidence for it? The vague way in which the image description lists the sources isn't particularly helpful in solving this one: perhaps a more specific citation would do so.
