The map is wrong.

The course of the river shown on the map cannot be correct. Here is the correct course of the Rubicon: https://www.openstreetmap.org/relation/2498212

The river shown on the map starts much further west, which is more in line with Montone: https://www.openstreetmap.org/relation/2498157

However, the mouth of the Montone is much further north, so I suspect that the river shown on the map does not exist at all. All the rivers in the area flow in a NNW direction and not WNW like the river on the map.
