What's the source of the 1990 date? NPS labelled this photo as 1980 in another document and the LOC doesn't have a date for it?

The image was one of many taken between 1990 and 1993 as part of the HABS report L'Enfant-McMillan Plan of Washington, DC, Washington, District of Columbia, DC]. As noted at the Library of Congress page for the image, HABS labeled this image "DC-668-10". The photo caption and documentation page of that HABS report notes that the image was taken by John McWilliams in 1992. - Tim1965 (留言) 14:30, 20 July 2019 (UTC)
