Even though the photograph is in black and white, it is plainly apparent that the color of the robes is white, which would make them the type of robes that a layperson wears when observing extra precepts, rather than the robes of an ordained monk. Moreover, you can see jongkraben peeking out under the lower hem of the robe, further evidence that they are not monk's robes (which would never be worn over jongkraben). The Thai caption of the picture uses King Mongkut's full royal title, "พระบาทสมเด็จพระจอมเกล้าเจ้าอยู่หัว" and adds that it is a picture of observing the precepts (ภาพทรงศีล), so I think there is adequate evidence to support the conjecture that this is an image of Rama IV wearing the white robes of a lay renunciant at some point during his tenure as monarch, and not (as originally captioned), an image of Prince Mongkut as a monk prior to his coronation.
