Thank you very much for the upload! But I think, that file name is wrong.. The Soviet Union was established only in December 1922. Therefore, there were only some (Russina, Ukrainian, Belorussian ...) soviet republics and wasn't the Soviet Union between 1918-1920. See http://flagspot.net/flags/su~ru_18.html#navrep. The flag was named "Flag of the Navy of the Republic (1918-1920)", not "of the Soviet Union".

I recommend to rename the file name. "Naval Ensigh of the Soviet Republic (1918-1920)", "Naval Ensigh of RussianSFSR (1918-1920)", "Naval Ensigh of RSFSR (1918-1920)", "Naval Ensigh of the Red fleet (1918-1920)" and so on. (See en:Russian Soviet Federative Socialist Republic, ru:Советская Россия (государство) (1917-1922). ru:Российская Советская Федеративная Социалистическая Республика (1922-1991) or it:Repubblica socialista federativa sovietica russa.)--BezPRUzyn (talk) 05:19, 4 May 2009 (UTC)
