This image is not correct. First off it uses a harp similar to the one used on the en:Image:Flag of leinster.png, with the orentation of the harp having the strings perpindicular to the length. Update for Consideration

I would put forth this new upgraded file File:Naval Service of Ireland Jack.svg to replace the old version, the new version is based exactly on the official version of the harp seen the reverse of the Irish coinage [1] and the size and shape of flag is based of the source [2].
