Municipal or provincial?

Was this ever a municipal coat of arms? The 1922 encyclopedia "Tietosanakirja" ([1]) shows it as the coat of arms of Petsamon lääni (the province). As it happens, Finnish municipalities other than cities did not usually have coats of arms back then. --Jmk (talk) 12:29, 1 February 2013 (UTC)[回复]
