Regarding the copyright status of this photo, I exchanged e-mail on 5 March 2007 with Scott Edelman, the photographer, and he said the following:

The photo in question is not copyrighted; you and anyone else are free to use it, although of course I would appreciate being credited for it. . . . The photo was one of many I took while working in Romania 1984-86. I gave it (along with others of Romania and several of Hungary for a similar project) free of any claim (apart from a request for credit) to the authors of the old Department of Defense country study series.
