False description and attribution

This is a map privately-produced for the American periodical "The New Armenia" which started publishing in 1904. It is marked "copyright 1917 by the New Armenia Publishing Company" in that periodical. What is the source for the claim that this actual map was part of any officially proposed/presented/claimed territorial boundary for an Armenian state?
