This mark is not in {{PD-Japan-exempt}}. Because this mark is not written in law, notifications, instructions, circular notices and the like. According to the interpretation of the Copyright Law of Japan, even if it were written in law etc, then it should not be used {{PD-Japan-exempt}} in this case. 日本の著作権法第13条は、法令、告示、訓令、通達その他これらに類するものや、国等が作成したそれらの翻訳物及び編集物については、保護対象外の著作物としています。しかし、13条で保護対象外の著作物となるのは、法令等としての形を残したまま利用が行われる場合であって、法令等に含まれる著作物そのものを保護対象外の著作物とする趣旨ではないと思われます。したがって、法令等から著作物そのもののみを抜粋したような場合は、もはや法令等とはいえないため、13条は適用されないと考えます。このため、たとえこのシンボルマークが法令等で定められたものであったとしても、{{PD-Japan-exempt}}を使用するのは不適切であるため、{{PD-textlogo}}に変更いたしました。--Mugu-shisai (talk) 04:48, 16 June 2013 (UTC)
