I wrote to Paulett Liewer, the JPL scientist we listed as the image's author.
While I think her reply confirmed the image is the work of a JPL staff member, she can't remember who it was in particular. So I am going to change the author to JPL staff.
Vsun is our Sun's velocity.
Vlic is the velocity of the local interstellar cloud.
