This file is distributed at http://ukij.org/html , and I am (Waris A. Janbaz) the copyright holder.

Nevertheless, the image bears a watermark which says it is copyrighted. We cannot accept copyrighted content even if it is uploaded by the copyright holder; we can only accept content which bears one of our allowed copyleft licenses. This means, if you have the rights to do so, you need to upload a new version at http://ukij.org/html which is not copyrighted, and there needs to be a statement releasing it under one of our allowed licenses (it needs to say the name of the license, e.g., CC-BY-SA-3.0). I see that the bottom of the page does have a notice,

regarding usage; my Uyghur is not great but I think it basically says "if you use this, please credit ukij.org", am I correct? This is similar to a CC-BY license but it conflicts with the © symbol which indicates that the content is fully copyrighted. I also added this note on http://ukij.org/html: "This image is designed by Waris Abdukerim Janbaz and is under the Creative Commons Attribution-Share Alike 3.0 Unported license.
