Hi, this person is neither "real" chinese astronomer nor Ferdinand Verbiest but Wu Yong (呉用/吴用), who is one of the characters of chinese Water Margin (水滸傳/水浒传). In novel he is military adviser and astronomer. (As far as I know, Japanese Ukiyo-e painter Utagawa Kuniyoshi (歌川 国芳; 1797 - April 14, 1861) painted it.)

The caption (written in Japanese) says that "通俗水滸伝豪傑百八人之一個・智多星呉用 Tsuzōku Suikoden Gōketsu 108 nin no ichinin. Chitasei Goyō (means: One of the 108 heros in the populer version of Water Margin)", "東渓村の人----梁山泊乃軍師なり Tōkeison no hito...Ryōzanpaku no Gunshi nari (means: The person of the village of Tōkei...He's the Military advisor of Mount Liang)".
