This is a picture of a girl, not a boy. The striped clothing material is that traditionally worn by Uighur women, never by men. It is clearly gathered at the shoulders in the style of dress favoured by Uighur women. The girl also clearly has pierced ears, something which would never be allowed for a Muslim Uighur male. The girl's hair is cut short, probably as the result of illness. This is by no means uncommon among Uighur women.
