Is the center really supposed to be elliptical instead of circular?

Shouldn't the center of the Uzbekistan Airforce flag be the Uzbekistan's Airforce Roundel which is perfectly circular?

The elliptical colours and proportions in this PNG are otherwise very similar to the Airforce roundel. The PNG's roundel-like center is also slightly off center but I think that's much more safe to assume is a mistake.

On the assumption that the center should be circular, I made this vector version: https://commons.wikimedia.org/wiki/File:Uz_Air_Force.svg I haven't edited this into the corresponding Wikipedia articles because I want someone's help to verify what I'm asking here first.
