  • Dragonerregiment Nr. 1 (Neue Kaserne in der Bahnhofstraße)
  • Infanterie-Regiment Nr. 41 (Kaserne in der Stolbecker Straße)

In addition, the following staff, command and supply units had their headquarters in Tilsit:
