It has been proposed to move Category:Cafés to Category:Cafés and coffee shops
Reason: I realize that these two categories can be defined slightly differently as indicated by the usage notes, but I think it may not be much point doing so because (1) many editors will just assume that coffee shop is another term for café, and (2) many cafés also sell coffee beans and ground coffee, which means that the files will end up in both categories.
