Shortly before the visit in the Soviet Union, to the Socialist Congress of Culture and Education which has conducted its work in June 1976, Ceausescu, almost repented, was announcing publicly that Romania and the USSR have not had regional problems rendering homage for the first time in a long time the Soviet contribution to the issue of Romania that took place during the year 1944. In August 1976, Nicolae Ceauşescu, his wife, and his son were the first high-level Romanian visitors to Chișinău since World War II. Ceauşescu officialy arrived to Chișinău on 1 August 1976 from Iaşi. Ceauşescu stayed in Chişinău on 2 August (the 36th Anniversary of the Moldavian SSR). On 3 August, Nicolae Ceauşescu met with Leonid Brezhnev in the Crimea. In November 1976 Ceauşescu received Brezhnev in Bucharest, the first official visit by a Soviet leader since 1955.
