Sorry, but a scope that is comprised of four very different elements is overly specific, imho. Remember that the scope is not supposed to be a description of your image, it's more about what people might actually be looking for when searching an image on Commons. Propose to replace the light trails with a simple "at night" or "night view" – that's still pretty complex but much more useful, imho. Great starbursts on the traffic lights, btw.
