[Hurricane Katrina/Hurricane Rita] Baton Rouge, LA, May 24, 2006 - This emergency communications unit called Rapidcom, which provides internet, phone and satellite use, is operating here at the Louisiana State Emergency Operations Center during a full-scale exercise to validate recently revised emergency procedures in preparation for the 2006 hurricane season. Rapidcom can be towed in on a small trailer or put in place by helicopter because of its portability and can operate on either propane or gasoline. Robert Kaufmann/FEMA
