Summary[edit]

Description
English: French Quarter of New Orleans. Police rounding up encampment of transients (locals have called them "gutter punks" or "bums") at the small park by the Joan of Arc statue at the French Market. I was told earlier in the day they had rounded up another encampment by Esplanade and Decatur. There had been increasing complaints about the people being a nuisance - aggressive panhandling, defecating in public, etc.
