WAR BETWEEN CONSTANTINE AND LICINIUS. 231 forbade the synods of the bishops, and banished the Christian worshipfrom tlie towns into the open country. Tliere were cases of banish-ment, of condemnation to labor in the mines, of selling into slavery,even of prominent persons. By A.D. 322 the struggle for the sole sovereignty could no longerbe put off. Constantine took up his residence in Thessalonica, wherehe built a vast naval harbor, and gathered his fleet at the Piraeus.Licinius assembled his in the Hellespont. He proclaimed himself anadherent of the old religion, and the coming conflict as a struggle be-tween the old gods and the new strange god to decide the religionof the empire. Constantine had an army of 120,000 infantry, com-prising many Franks and Goths, and 10,000 cavalry and marines, anda fleet of 200 ships-of-war and 2000 transports. Licinius defended theHellespont with 350 warships; and at Adrianople had 150,000 infan-try, including many Goths, and 15,000 Asiatic horsemen.
